If If If...you can't CPO a site without good reason. The council are not property developers and nobody stepped forward to develop the site, so what exactly is the legal basis to take on the then owners, hugely rich Tesco?

I don't have much doubt about that actually- business parks in Doxford and Rainton have been successful, I think they very much can in the city centre too.
