The problem here is not the outsourcing companies: if you just scratch the surface, you'll see that they operate on wafer thin margins and will often pick up contracts where they have to cut every corner to break even. Serco hasn't paid a dividend in 6+ years FFS.
The whole sector has become a dumping ground for unprofitable government contracts where companies are driven by an SLA straight jacket rather than delivering valuable outcomes. Those running the services will be too tied up doing exactly what the government wants (meeting the SLA) rather than having the freedom to deliver something innovative that actually achieves the desired outcome. If this work were done in-house, as per pre-outsourcing, teams would be trusted to deliver the outcomes and would not waste time and money measuring every single aspect of the service.
