You can't trace someone with the app as it is anonymous.

Exactly it's better and I'm sure that way you could also have a service attached to help people contacted that way, like a co ordinators at the local council who could issue financial support immediately or arrange other help. Considering the billions wasted it would have been small change in comparison.

I'm puzzled. Why the need to pay huge salary to someone with experience of turning around failed call centres when our track and trace operation is world leading?
