At end of day it's just ringing someone up. If the person doesn't answer what can they do. How many people wont answer in case it is a track and trace call🤔

Exactly it's better and I'm sure that way you could also have a service attached to help people contacted that way, like a co ordinators at the local council who could issue financial support immediately or arrange other help. Considering the billions wasted it would have been small change in comparison.
