It’s not being dismantled. They are switching to a system that is localised instead of nationally as it’s been proven to work better. Would you rather they kept it as it were to save a bit of face or switch to a better way of working?
Any competent administration would have done it locally using NHS/local authorities from the off but the Tory priority was as ever giving out fat private sector contacts to their mates.

The local authority system was in place and working before the crisis. The people already had the expertise to do the job. The government ignored them and went for call centres and phone apps instead. The phone app failed miserably and now the call centres are being wound down (dismantled) in favour of the original system. The government has once again wasted precious time and money during this crisis. I'm glad they've admitted that they've cocked things up again but I would prefer it if they did things right in the first place.

Maybe started by asking the local authorities their opinion on how to handle the virus, using local knowledge, but no, set up this method at great expense, it not work,( world class app anyone?) and then do the obvious afterwards

Apart from every local authority in the country having plans in place to handle this very thing

The Government were advised early in the crisis that local public health track and tracing was essential.
They chose to ignore that advice at the cost of lives, ignoring the millions of pounds spaffed against the wall.
It is shameful it took so long for them to concede they were wrong.

They had a report from a few years back on this very type of pandemic.

local authorities have things in place to handle these outbreaks.

the Tories chose the lash money to friends and associates method and as per, it fails and we go back to local authorities handling local outbreaks.

still the party that howled about closing the borders only took six months to not do anything of the sort

Atleast 3 months ago several experts were stating that track and trace would be most effective done locally ..........

Also I note still no world class app ( since 1/6) available

The gov don't help themselves but they are fairly calamitous
