Does it give a breakdown of the reasons why the 110,000 were not contactable?

No reason given.

Doesn't seem like their payments are performance-related to me.

So we have a number but absolutely no context. Bit of a waste of time writing it if they weren't able to find out why they no contact was made
 
Perhaps the relatives of 55,000+ dead would like these questions asked of the government?

You clearly do not want any questions asked of our lying coward of a PM.
Far from it. Just because something appears in media outlet does not mean it's true. Some verifiable evidence would help but putting may, could, possibly in front of a statement is isn't evidence

Good to see the Hairdressers and Barbours getting their chance to earn a few bob and the pubs kept locked in tier 3 and that includes my part of the world
