9-9 rounds should be normal imo - but they almost never ever happen - a knockdown is 99.99% TWO points (10-8), not 1. One punch shouldn't win a round if you've been soundly beaten for the other 2:40.
Nevertheless, you KNOW if you "had the better" of the round or not. And in both knock-down rounds, Fury still had the better of the rounds.
