Athletes of a certain level have to register a mobile number where they can be contacted at all times. A mobile phone service can only hold a certain amount of voice messages. If you were to fill it up with messages then those who 'needed' to, couldn't leave a message. Athlete legitimately claims 'phone full mate, soz'.

Of course you need a second phone to actually use.
