It is at the Riverside but not necessarily at other grounds in the country.
To be fair to Bancroft, his predecessor as captain made some equally strange decisions when it came to the toss.

We batted first at Hove the other week and won. It always used to be the case that if you won the toss you batted first. It may well be that the pitch gets better and the third innings is the best time to bat - suppose we’ll know by tomorrow.
