Probably because he agreed to said policy months if not years ago when he signed for the club. Same as Neil, when you sign for a club one of the first things you’ll sign onto is the transfer policy of the club which will state the approach and likely spends, targets, etc., which I’m sure will be reviewed after each season and agreed again.Hes a manager.
