They want them visible so the Russians can roughly gauge what is up there from whom (and roughly infer what else is). It's a de-escalatory tactic. Note that the actual combat aircraft - after all, all those tankers aren't there to refuel nobody - don't have their transponders on. The Russians will still be able to see those on primary radar but won't know exactly what or whose they are.

Russian primary school children detained for anti-war protest​

When I saw reports and photographs on Tuesday suggesting that primary school children had been arrested by police in Moscow for laying flowers at the Ukrainian embassy and holding signs saying “No to war” I refused to believe it was real.
But now it has been confirmed by the Nobel prize-winning newspaper Novaya Gazeta. In an update the newspaper says the children have since been released.
The images show the children with officers behind metal bars, perhaps in a police vehicle, and then in a police station, holding their flowers and placards.

I grew up with these scary ideas of the 4 min warning, was talked about in school more than once.

We shouldnt Nuke them, but we could have rattled our sabre at the start of the build up, reminding Putin that we give Ukraine assurances of protection etc, maybe could have cooled his heals before he invaded.

I'd bet a lot of money there are numerous other RAF and USAF aircraft loitering over Romania and Poland with their transponders off. For example, there are not zero B-52s on station in Eastern Europe right now.

But that kind of plane isn't going to fly over Ukraine itself unless it's going into actual combat. The risk is too great: think about what happens if either side intentionally (or accidentally) shoots down an American B-52 over Ukraine right now.
