ThisRules are rules and are there for a reason, every one knows them, everyone should abide by them. The rules were broken, irrespective of who made the decision. If it was for safety reasons the authorities should have been aware beforehand. Judging by the Doncaster captains response, he certainly wasn’t. They then had the nerve to toss for who goes first and Charlton won that as well. Anyone saying it doesn’t make a difference which end they are taken, is also talking shite, otherwise why have the toss up in first place. Of course it doesn’t always work out that way. If the Police thought it was unsafe, that should have also been communicated beforehand, the fact that a Charlton official escorted the police to the ref and did most of the talking would suggest that it is obviously a joint decision. They should have had legitimate reason for choosing that end and that should be conveyed to the EFL before the chance of any shoot out took place. Why should Rovers suffer if Charlton couldn’t afford to police it properly or the police couldn’t be arsed. It’s all supposition at the moment because we don’t know what the safety reasons are, unless I’ve missed something, but it should be investigated

If the police fear for safety if Watford win the cup should they be able to cancel any goals they score.
This is clearly a breach of the rules of the competition and the fixture should be replayed.

I think it was utter shithousery of the highest order by Charlton, and they definitely should be forced to release the safety reasons, but unfortunately, I think Doncaster have simply been screwed.
- 'Unless there are other considerations (e.g. ground conditions, safety etc.), the referee tosses a coin to decide the goal at which the kicks will be taken which may only be changed for safety reasons or if the goal or playing surface becomes unusable'
I also think that this rule needs looked at, as home clubs can obviously manipulate it to their advantage. Disgusting that a club would, but some teams don't mind bending the rules as long as they win.

I guess Doncaster can ask for the reasons to be made public and why this was not agreed before the game. Doing it at the point of penalties will have obviously distracted the Doncaster players.I agree that it is completely unfair, however it actually is not in breach of the rules;

Totally this.This has wound me right up and another example of people trying to use H&S as an excuse (if this is what has happened) for their own advantage. That last night was worrying if a home team can control a shootout to their own advantage. It needs challenged and reasons made public, with the precedent being west brom villa managing to cope the other night in the same circumstances, so if charlton couldnt manage that they should not have a safety certificate.
