You need to go to Resource Extraction Sites. And stay clear of Haz-RESs for a while as there are no cops in attendance to help you out in those.
It sounds like you did go to a CZ if no-one was showing as wanted. No-one will touch you in a CZ unless you pick a side. DO NOT DO THIS!!!

Conflict Zones are where civil wars are taking place. There are 2 sides in the fight. Only go there if you have taken a mission from one of the factions to slaughter the other side and only go there when you have the ship and the flying skills to survive. When you drop into the CZ you have to pick a faction to fight with in your right hand screen. The moment you do half the ships on your scanner will turn red and start attacking you.
You only find RESs in planetary rings. They don't appear when you first drop into a system even using an Advanced Discovery Scanner, you have to get withina few hundred Ls of the planet before you can see them on your nav screen.

How many targets for a couple mil?
It doesn't go by how many ships its how much bounty you get for them. You can never really tell how much you need to earn to raise your standing as a percentage of all the players but if you get into the top 75% (easily done) its standing at about 6M credits. All these payouts will go up when Tier 8 is reached and the CG finishes. Looks likely that'll be sometime tomorrow the way things are going. Here are the current standings and rewards:
and I thought I was doing Ok getting up to 300kFinished the CG. A grand total of 68,601,983 credits (actually more than that if you count the bounties for Empire and Alliance which weren't taken into account for the CG.)

Any recommendations on what I can spend it on? Atm I'm kind of stuck in a triangle of systems that I can't jump past. Would like to explore a bit.
