Reigns is so obviously not ready. If it is Reigns vs Lesnar at Mania then Rollins has to cash in after the main event; the heat he'd get from that would push him right to the very top, and would set up Rollins vs Reigns (and possibly Ambrose) for the summer.
Rollins is fantastic. Credit where it's due, WWE have built him brilliantly in 2014. Wouldn't look out of place as the champ.

Bryan returning could hopefully set up a title match with Brock at WM. Reigns would fail massively in that role, and Vince will know that.
