Man City hold the highest average. Leeds average was nowhere near 38000, in fact they've only ever once averaged over that figure on their entire history. 26000 was the highest they averaged in this league
 
I drove back from my dads in Bedale to Exeter this morning listened to their sports review. While Joey Bartons poor start and Tranmere being back in the league was mentioned, amongst a lot of other stuff, not a word about us

So who holds the record now then? ...I could not recall Leeds averaging 38000 but do recall City when they were down there due to working with a load of city lads at Bae Woodford in Manchester.

The record what, average, highest single attendance? Highest average was Man City with over 28k, Sheff Wed hold the record highest attendance with over 49k
 
Hull City have the record for the 3rd tier , 37,139 unless someone can come up with a higher one. (1949)
(*technically , as the 3rd division was separated into North and South.)

Following the formation of the 3rd and 4th division, the highest I can find is Aston Villa 1971/72 which is 31,952, so unless someone can find a higher one, then it is reachable.

I think it is impossible to beat an individual game record due to all seater stadiums now.
Averages across the season are more of a measure in relation to support.
