Catalonia is easily big enough, it has a higher population than Bulgaria, and all of the Nordic countries apart from Sweden.

It's not just Spain (or France to take your thoughts into account) who would worry here. There are pockets of ethnic populations all around Europe for who the powers that be would not like to awaken any nationalistic or independence thoughts.
