Has it not just been hit by a car if it's completely out of the ground? They've then buggered off. I doubt the average vandal could rip one of those machines out the ground.

Someone forwarded me a pic from a Seaham FB page. Looked like someone had tied a rope round it and yanked it out. Bollards either side didnt look damaged

If I was a trader there id probably advertise to pay peoples parking if they dpend a certain ammount rather than miss out.

When I was out walking on Tuesday around 5ish noticed all cars that displayed a Blue Badge had a ticket under the wiper, obviously none had paid. 30 Mins later I bumped into a couple I knew who received one of the tickets...it wasn't a fine when they opened it, it just warning that disabled had to pay. How long that lasts nee idea.

If they're Durham County Council then i'd presume they'll be the same as the ones at the likes of Hardwick Park and Riverside Park (Chester le St) etc.
Run by 'paybyphone' , dunno bout card but pretty sure they take cash.
They have an app so you can pay using a smart phone.
