Would he be the manager to mastermind a promotion push?

Yes though it took him 4 years

Pulis then joined Gillingham in the summer of 1995,[1] whom he managed for a further four seasons, turning a team that had struggled at the very bottom of the Football League into a promotion winning one in his first season, and laying the foundations for the club's eventual elevation to the First Division for the first time in their history. In the 1999 Second Divisionplay-off final, the Gills were 2–0 up with less than two minutes left, following goals by the prolific partnership of Robert Taylorand Carl Asaba, only to see Manchester City score twice, the equaliser in injury time, and after that win a penalty shoot-out 3–1.[5] Following the defeat, Pulis was controversially sacked by the club amidst claims of gross misconduct.[1] He later brought a £400,000 court case against Gillingham chairman Paul Scally for unpaid bonuses,[6] which was settled out of court in 2001 for £75,000.[7]

Has been successful all his career in stabilising clubs and improving them.

Next job will be a bridge too far though. He'll be like all the rest whose success suddenly deserted them as it eventually does.
If he came here it would be disastrous. We would be getting a busted flush like O'neil and Moyes. It's Pullis' s turn next. His luck has already started to run out with that court case with Palace likely to have cost him C 4m.

He's apparently considering his WBA future, where would he rank out of the current potential managers we are looking at?

Top of the pile for me, would undoubtedly bring the stability Bain craves so much.
Way above their/our level. No chance.
