They can’t claim the inter toto cup as the year Newcastle won it, 8 other teams won it too. Only difference is, Newcastle got a certificate and a cup. The other winners got a cup. Villa also shared it with 8 other teams in 2008

That's not actually correct. It used to be that there were 4 finals each season, and you'd play 2 or 3 two legged ties (the 'final' was two legs). The intertoto in the late 90s/early 00s was basically a preliminary qualifying round.
Uefa then changed the set up of it, where teams entering via the intertoto qualification played a single uefa cup qualifying round. The winner then came from all the teams that entered the uefa cup via intertoto, and the winner was decided by the team who advanced furthest in the uefa cup. That's why the certificate was presented in March 07, because we were the last remaining team in the uefa cup who'd qualified via the intertoto route.

Essentially there were 9 winners and the team that progressed further were given a plaque for that achievement. Pretty grime tbh
