This might sound a bit crazy, but if a world class manager is aware that funds are limited and considering he rarely plays most of his buys, would it not make sense to buy 7-8 of his 1st choice players, rather than buying around 12 second choice players.
Few things to unpack there;
"Rarely plays most of his buys" How've you come to that conclusion? It's 4 games in and the indolence of Ashley and his cronies meant that we did our business later than we should, meaning the new players are unlikely to be ready to play in Benitez' style yet.
Our squad is so thin because of a legacy of poor transfer business under Ashley's reign that given our modest ambition, it makes sense to fatten out the squad a bit. Rather than dumping your limited budget on a few players.
We did not sign 12 players, we signed: Dubravka, Schar, Fernandez, Ki, Kenedy, Muto, Rondon. For the princely sum of, what, £25m? Even if Benitez was allowed to buy his first choices, how many could he actually get for £25m?
