Link at bottom of this under allocations sets out the reasoning - reading between lines of ones in tier 2 it looks like cases need to be under 200 per 100k and under 150 per 100k in over 60

You can have a million new hospitals but if you haven’t got the staff to run them they will sit empty

Shouldn’t have built them in the first place and used the money to fund local led testing and test & trace far earlier
