Maybe because it's the first time there has been a daytime closure since the day the M25 opened. It's one of the busiest stretches of the busiest road in Europe so letting people know about it is probably worth letting people know about it so they can avoid the area.

Wheatley Hill Council made a fortune out of everyone being forced through the Wheatley Low Emissions Zone from what I remember.
