For real, but Stallone wanted to change the script so much from comedy/action to just dark action. So the producers just re cast him. Sly went on to make Cobra which was more his own style that he wanted for a cop movie.

Hoskins was second choice but suited up and was ready to go. Then first choice DeNiro changed his mind or became available so Hoskins got paid a big wedge to back off.
