I'm probably not getting it, lived in pennywell from born, never heard of it.
I worked at Houghton depot for years in the 90s (great set of lad's) and never heard it.
When I first went there an old wollie said to me "how laa, thou's a queer c**t laa" not a howten/hetton word afaik.
Should it not be "howw", as in "I say there"
But that's usually to start a sentence.
