They don't need a tarp because excess liquidity is as high as it's ever been. There might be some money market stress but it will be contained. The issue with Italy is that many bondholders of Italian banks who would be subject to bail in are households.

I'd only expect liquidity issues if db went bang.

If Italian banks start going down the contagion is not going to stop at the border. They're going to need a TARP to deal with the fallout.

When those households bought those bonds they weren't told it was subordinated debt, they were told it was a safe as a deposit account. It was a national sales pitch OK'd by the Bank of Italy to bail out what was even then a foundering Italian bank system. And guess who was Governor of the Bank of Italy when they came up with this scheme? Draghi. This could get really ugly.

Still bail in bonds though. The tarp won't take face value of a dollar.

Could they crash eu banking sector again?
No but it will precipitate the end of the EU.
