Revenue support grant cut to the bone, town centre shops closing regularly so less NDR in the pot, yet Councils still have a statutory obligation to fund care in a lot of cases along with all the other services.

Is it not the builder's responsibility to provide the bins at a new build. You'll be paying the fuckers shit loads for stuff that doesn't work or is finished badly so I can't imagine a few bins is a big deal.
