It's nothing to do with UEFA. It's a La Liga and Spanish federation existing thing. Ligue 1 has a similar rule. The player isn't allowed to play in UEFA competition having not been registered.

A buy-out clause is a buy-out clause and mandatory in Spain, the price would remain the same for most players.

Sorry if SEB, but I saw somewhere that Barcelona have been given permission to sign an emergency forward due to a long term injury to dembele.

I find it ridiculous that a club that size needs permission to do this. Just call up one of the kids to fill his spot.
