aye well i guess you could argue - if the rule is 'the batsmen being put off' then it would indeed only come into effect when the result is negative. much like with a no ball
its a lot of work load for 4 bowlers if you cant rip out a side quickly. 4 pace bowlers make it a hell of a lot worse
