Those are the minimum terms. Anyone aged under 18 cannot be given a whole life conviction so the sentence is "At His Majesty's Pleasure" which means that it could be a lot longer up to full life.

I listened to the sentencing on 5 live and was surprised the lass only got 2 years more than the lad, she admitted taking pleasure from it and said she wanted to do it again and seemed to be the driver of the whole thing so thought she’d have got a much longer sentence. That said, she’s obviously unhinged so doubt she’ll ever be released thankfully.
