Yes it's unfortunate, but I don't see how the EFL, the panel or Boro can be held responsible for any of that.
Having an enquiry over something as potentially serious as this is bound to take some time.

Southampton beat Boro so Boro don't deserve to be in the final. Southampton don't deserve to be in the final because they cheated. Hull should be promoted automatically but of course money talks and all that sponsorship and viewing money needs to be gobbled up.
