I don't see anyone who is?

People have tried to talk down Rigg saying 'well he isn't Jude at 17' but he is never going to be. He's a 17 year old kid with a boy's physique playing man's football.

Players develop at differed rates. Jude wasn't fully physically developed at 16 (like Rooney) but he was 6 foot and very athletic.

Peter Beardsley never played at a decent level until he was 22. He was rejected by several clubs because he was too small. He's the same height as Rigg is now.

He wasn't, he was just a very promising player. His first season at Dortmund was OK but not special apart from his young age. He only scored 4 goals.

He was chosen for England at 17 but didn't score an international goal in first 10 games. He was 19 when he finally scored which for a number 10 that isn't great.
He wasn’t a number 10 at Dortmund though so I don’t think it’s fair to judge him off of goals. He was a centre mid. It was Ancelotti who moved him to a more advanced role.

Rigg is quality but Jude definitely was talked as a generation talent and rightly so. Playing Champions League games at 18 and bossing them.

Gerard and Lampard played centre midfield. I don't think either of them would have been happy with 1 goal every 10 games.

I think you might have misread how good he was

As others have said, he didn't hit the international scene with the same massive splash as Rooney or Owen. He was very promising but they were literally touted as world class when they were 18. They were revelations at tournaments. Bellingham wasn't at that age.
