How can you have a full stadium display when a quarter of the stadium is full of beheaders?

I’m not sure how the lower bowl can be full. The way I see it - unless I’m misunderstanding something - is that the Spirit 37 chaps have been misled on what would be possible. Sounds like a full lower bowl display was agreed when it wasn’t going to be an option
