of course it depends on the circumtstances..if its the exact same sqaud then maybe yes..

Pep was brought in to win the champions league at bayern and didnt..

good points..but in the year prior to Pep they had won the champs league..so their elevation or upward trajectopry had already started before him..rather than him starting it..
At the time he came in no team had won back to back European cups since 1990, a gap of 23 years.
 

no because for a huge number of those seasons they didnt aspire to win it/think they had a realistic chance of foing so...Pep was hired with the specific target of winning the champions league..he didnt..so he failed to hit the target set for him..thats called failing..he didnt of course have the advantage of either financial or actual doping at bayern that he has had elsewhere..

Nah he's right, Guardiola has won 78% of the league titles he's competed for as a manager, 3 champions leagues, 2 trebles. Revolutionised football.
But aye failed at Bayern with his miserable 7 trophies in 3 seasons and despite absolutely dominating and setting loads of records.

Was it not more like one of the top 5 biggest clubs in the world looking to appoint the most in demand coach in the world?

But aye he is absolutely a failure because he didn't win the champions league with one of the clubs he was gaffer.
 
He's done well for only having spent nearly 2 billion quid in his time as manager .

Overcame all the hurdles in his way financially

no one said he has failed in his career..though i do think his achievements ar eover rated compared to some others because of the advantages he has had at every club he has been at..he still has shown some ability as a tactical innovator and has the courage of his convictions because he persists with the counter-inituitive things (such as john stones new position) until they work

Well given the quality he had at Barcelona and Bayern especially he wouldn't be far off
You think Bruce would be close to getting above 95 points with Barca then smashing points records in the bundesliga?

winning trophies with established teams is not the only measure of achievement...becsuse he mostly took over good teams where the heavy lfiting was done by predescessors...he did imporve those teams-except bayern who went backwards-but he took over good teams rather than really building a new one from scratch..

Money doesn’t always guarantee success. Look at Chelsea in recent years. And perhaps look at the dire footballers and football played by Sunderland under arguably one of the worst owners we’ve ever had in Ellis Short.

The bloke is averaging over 2 trophies per season and has only finished lower than 2nd once.
