Depends how you want to spin investment. A successful club that develops a global outreach and a wide fan base does wonders for tourism as one example. Not all 'benefits' have to be direct investment projects.
There's definitely logic in the idea that if PIF have a shareholding in the region, and a large one at that, they're more likely to look at investment opportunities in that area. Ruben brothers already own quite a bit of land in the area and that's probably why they were brought onboard, along with their wealth of course.

If you want to be pedantic, an argument could be made that investing in Newcastle United itself is investing in the region and local NE economy in a multitude of ways.
