Red Bull dominance is hardly better for the sport then Mercedes dominance was. I do not think this lack of competitiveness was what the FIA had in mind.
The ground effect reg changes have nothing to do with the dominance though. In motorsport there’ll usually be one dominant team over a season. This season it’s doubled down on by the fact RB won’t let the drivers race like Rosberg and Lewis did, for instance, so there won’t be a title battle at all. Mercedes learned from that - they won't even let 3 v 4 race now. None of the top teams will risk collisions. You'll only get that with the smaller teams where it produces some air time for the sponsors. Shame but it's how it is.

The only chance for a title win for anyone not named Max Verstappen is Ferrari sorting out their reliability issues and Leclerc driving like an absolute animal for the rest of the season.
