My dad pays his for the year up front. Surely I don’t need to fill a form in for him.I dont pay by DD, just send them a bank transfer each month. Seems I pay as normal then fill a form in?
It is the most pathetic, nonsensical bit of bullshit I've had the pleasure of being involved with in 32 years of Local Government. There are so many flaws in the scheme....it's some graduate civil servant who's come up with it.

Ours is a credit to our council tax account which lowers the council tax bill over the 12 months.
Which in some ways may be better (so people don't spunk the £150), but it means the cash isn't available immediately to put into energy account. Also means council tax bills will increase more dramatically in 12 month when the credit has run out, we've just had a stinging winter energy bill and energy price caps may be due to rise again.
Either I'm missing something or the council haven't quite thought it through.

Because they didn't have the means to do a (crude) means test.Why did the Government not instruct energy companies to rebate energy bills.?
