Very difficult to believe Putin thought that he was "liberating" the Ukrainians from a regime they didn't want. You don't fight like that for something you don't believe in 100%.

I suspect an ultimatum will be given once all the firepower is in place around Kyiv.

Obviously not liberating the Western Ukrainians who hate his guts, they'd feel imprisoned if he were to control the whole country. But, it's not the whole country fighting against him, there's a sizeable chunk want to remain close to Russia. (That's not to suggest they support Putin, his regime or his actions here.)
