Nothing moves without connectivity. That means all matter must be attached. No free space, which means no vacuum or scattered particles in a so called free space.
Light is the product of what shows it to our eyes/vision, which is the friction of matter and what we see of that friction of matter is instant, not a speed.
The sound from it can be classed as a speed to our ears from the source.
The speed of light is not a thing. In my opinion of course.

If we were to get a glass bell jar and create a vacuum (as much as is possible), then shine a light through the side of the jar, the absence of matter inside would mean the light can’t be seen in the other side. Assuming your theory is correct.

A bell jar can only evacuate so much of what's inside via a pump.
The jar is still crammed full of matter it's just much less dense matter, meaning the matter is broken down and expanded.
Seeing light through this would never be any issue.
A true vacuum would mean the end of existence for everything.
