I think this is one issue most would agree on, you can argue it should go through and you can argue it shouldn't but they have all the information so a decision either way should have been made.From an outsider looking in it is ridiculous that it's been over 15 weeks and still no decision. My suspicion is they have no legal grounds to block it on and they pass the test as it stands, however because of (insert your reason) they don''t want it to go through so they are doing nothing, sticking their heads in the sand and hoping it will go away.
