The broad point he’s making is that we either assume 15 year old children have competence to understand the impacts of their decisions (and therefore we wrongfully place legal limits on their behaviour) or we say they don’t understand and if so how can we blame her for going?

I’m sure you do know this
All 15 yr olds in this country have legal limits on their actions. Should we say a fifteen yr old who sticks a knife in someone doesn't "understand" and if so how can we punish them

If your daughter did the same in 13 years time would you say the same?
Should we bring emotion into all matters like this?
 
So a girl who has been brought up badly decides to move to Syria at 15 and there’s no outside influence on her here?

I don't care mate. She is a terrorist sympathiser who has decided when it's tough she needs support. Our social service budget is stretched to the bone so I'm not fussed if she stays and lives with her choices

I’m not arguing to bring her back. I will argue she was most likely groomed and not fully able to make the decision to move to Syria.

No. No they don't. That's why a huge number of out armed forces veterans suffer from PTSD. They're ill ejoppwd to deal with it. Like shemima but unfortunately I don't give a fuck about her. Most don't either.
