Download a version of win 7 with all updates already on it.
The update system on win 7 is terrible, and with that age of components, it'll take a month off Cosham running to update Not joking

I'd try something like Linux Mint first. It'll be fine for most things and work with the processor.
Theres loads of help online and it's pretty easy to install.
The only things that are a pain are things like Itunes etc, but linux does have a steam engine although your gaming will be limited.

Upgrade the RAM to the max first. Go to crucial and do a scan Crucial System Scanner | Crucial UK
This will tell you what memory you have and what you can upgrade to.
Buy a SSD as well to replace your old HDD that will help loads.

At the end of the day of it doesn't give you what your after, you can reuse the SSD elsewhere.
Win 7 is being end of lifed soon so you could be back to square one.
Avoid W10, it'll run like a dog on that spec, trust me I've tried.

Dends what you want but these do licences (I've bought two before) Products | Softwaregeeks.co.uk
£13.99 for Windows 7 at the moment on there.

Just to add that Windows 8.1 should work on your machine (I'm not advocating the abortion that was Windows 8, which was Vista with tiles). Adding Classic Shell will give you your menu back.

That said, not everyone likes it.
