You should include the loans, they were outgoings, none were recalled, I don't know what the option to "not even sanction the loan" means? The only player Newcastle had no control over leaving was Townsend (release clause was met), Newcastle didn't have to "sanction" any sale.

The Sissoko transfer is staggered, Newcastle receiving five £6m instalments, meaning for the summer 16/17 window Newcastle had a net spend of around -£6m.
