The Sissoko transfer is staggered, Newcastle receiving five £6m instalments, meaning for the summer 16/17 window Newcastle had a net spend of around -£6m.

Thats exactly how it works. I am sure you paid cash up front for all of the signings.
Not sure what the argument is here, Benitez did well they won the league, he spent a lot to do it but brought more in. There isn't really anything controversial.
Nobody has a clue how he would have done with less to spend.
