Yes. If a player in the final squad gets injured you can only replace him with somebody from this pre-approved list (due to visas, eligibility, etc). So it makes total sense to max out this list with players

As I recall about quarter of the Premier League players are eligible for England. So just about.

20 teams x 25 man squad = 500 players x 25% = 125 players.

Tuchel is calling up about 45% of all English PL players over the age of 21

Palmer, one assist or something this year
