I don't think we'll ever know the true toll as those that die out of hospital will need to be tested post mortem and i can't see that being too high on the priority list.
I guess it comes down to how approximate they want to be. They'll probably need to take into account the respective ages of the deceased and compare that against prior years as well.All you will be able to do is aggregate the number of deaths in a county in the last 5 years against the deaths this year and the difference should give you a decent estimate of Covid victims
