Most grounds introduce them gradually. I guess it's to make sure there are no issues. Again on that tour we did the guide mentioned Old Trafford plan to increase theres by a few thousand in different blocks each season.

It's probably the entirety of the stand above the middle walkway*. It would 100% improve the atmosphere if that whole stand is stood up right the way to the walkway.

*Just a guess, but it seems about right.
