He'd be less effective than he was as he a has lost some of his turn and zip and cannot bowl some of the variations any more because of his wrist and shoulder injuries/operations.
I suppose if you were happy to have a spinner bowling max of 10 overs in a day then, yes.
He'd still do a better job in 10 overs than any of them planks they had bowling spin for them in the Ashes would in 30 overs.
