He appeared to be referring to an NDA with his backers rather than the club. His backers (if they exist) wont want to go public until a deal is finalised or at least highly probable.

I also thought this at one point, but for even a very small amount of info sharing he'd have signed one with the club.

Assuming he's made a bid.

I would suggest that it's almost certain that he does not have the backing he says, and that this was bollocks. Alarm bells all over.
