Anderson's average is decent but nowhere near a reflection on the bowler he is now. In short, the first half of his career he wasn't good enough and didnt develop at all due to fitness issues and people making poor judgements on trying to change his action. Going into the last tour of NZ 4 or so years ago he had an average touching 36 and since then an average around 25.
Also it comes down to definition of world class the above bowlers are amongst the best of all time. I dont think you have to be in that category to be considered world class. Anderson is the most skilful bowler in world cricket at the moment IMO - he is world class on that basis IMO.
