Fair enough, but surely the keeper can't know this and his positioning is based on the players/possibilities around him and is affected by Woods going in deepest - anyone deep into the box should be deemed active through the whole move IMO, but I get that's not what the rules say anymore. (edit: in the replays you see the keeper edging over towards him)
