I'm assuming if total wage bill is £60m then player wages which is what is mentioned in the rules will be under £60m although no clue if or how they measure it. Neither is it as simple as only being able to increase by £4m.
 

They've spent about 65 million in total this season, and they're only a place above us. We can't compete with most teams financially in the premier league unfortunately.
